Two of the injured, a five-year-old girl and a 67-year-old man, were in critical condition, while the rest were in stable condition at a hospital, according to New South Wales police.
Police said they arrested the 18-year-old man driving the vehicle in Newcastle and were investigating what happened.
They said the crash was not believed to be related to terrorism.
Australian Prime Minister Anthony Albanese posted on social media: “My thoughts are with everyone injured or involved in the horrible incident this morning in Newcastle.
“I want to acknowledge and thank emergency services and police for responding so quickly, and their ongoing work in treating the injured.”

Newcastle Mayor Gavin Morris said in televised remarks that it appeared the driver lost control of the car that hit the crowd.
